Full Scale is currently recruiting for the following Raleigh-Durham based position.

Job Responsibilities:

The Program Operations Manager will be responsible for managing the company-wide project management functions, including the oversight of a portfolio of 100+ client projects. Provide hands on leadership, coordination and management of project management processes, methodologies, and best practices of all aspects of projects from start to finish, including project team resource identification, stakeholder interface, project planning, requirements gathering, technical and functional documentation, issue tracking and resolution, and full project execution. In addition to personal oversight and accountability for Enterprise Project Management (EPM) system, this incumbent will support a team of Client Service Executives (CSE) and Business Operations Managers who manage critical projects across all Business Units. This role demands strong leadership, technical skills and background necessary to partner with stakeholders to drive the overall quality of service delivery within the organization. Must provide proactive resource management, staffing assignment recommendations for department managers based on resource availability.

Responsibilities include, but are not limited to:

  • Tracks, analyzes, and reports companywide project-based billing milestones and fixed billing schedules.
  • Forms and oversees policies for cross-functional resource allocation tracking, analysis, and reporting.
  • Manages project tracking system, system processes, and best practices that drive consistency and efficiency for contractual work outputs across business lines.
  • Forms and oversees policies for companywide master project schedule and business pipeline schedule.
  • Leads the organization in delivering work products that meet scope, schedule, budget and quality.
  • Supports cross-functional (matrixed) business units who are responsible for project execution.
  • Ensures project management global processes, tools, and people are aligned to customer project needs & company financial goals.
  • Develops project management capabilities through training, coaching, group and individual meetings and discussion.
  • Assigns Project Management resources and assists in the development of project teams with input from the Business Operation Managers, CSEs, and Sr. Leadership.
  • Provides data on feasibility, cost, schedules, capabilities, resource availability, and contractual obligations for business development.
  • Consults on new business development by working with business development staff to support project schedules and contract onboarding.
  • Develops, tracks and reports key metrics that measure project execution performance.
  • Forecasts logistical bottlenecks and coordinates with Business Operation Managers to structure actionable solutions.
  • Resolves project management and project services resource conflicts in cooperation with Business Operations Managers & CSEs.
  • Establishes and promotes industry-recognized, best-in-class project management standards; evaluates project management tools and resources; and drives EPM systems to ensure continued utilization and maturation of best practices.

Job Requirements:

  • Bachelor’s Degree in Business, Education, Communications, Project Management or Related Area of Study
  • 7+ Years of Experience with Project/Program Management
  • PMP Certification required; PGMP Certification preferred
  • Extensive experience with MS Project
  • Good organizational skills with the ability to handle multiple tasks and prioritize appropriately
  • Excellent oral and written communication skills
